We have vast experience in designing such systems There are number of points which are not clear in your specification and needs more discussion just for example, Also be able to be controlled by temperature sensor/sensores does not convey anything the software and hardware will have to be designed based on what type of sensor it is, sensors value and voltage and current specifications and the control algorithm will have to be designed based on such parameters. What is the output voltage of the solar panel? Only solar panel is present or is there a battery also? What will be the consideration when there is temporary dip in the panel output due to cloud covers? The sentence a view all PIs on one place. indicates that you have a server and multiple Pis will connect tot he server. What type of server it is? What is the protocol? Lot more discussions i required to finalise the specifications Final price will depend on final specifications Can we discuss? Thanks

Hi I can create that project for you ,I have good experiences in embedded systems . I have already create alot of projects using many arduino types and Raspberry Pi 2,3 mode B , I have raspberry Pi 3 model B+ coming in the way if you may need to work on it . about the project as I understand you need to read sensors like temperature sensor and take action when it reach limit you want ,I will use node.js programming language to control that . you didn't mention what you want to do with the arduino . if you want a demo I will do it for free . the budget can be less than that or more depend on the work type .
