very simple & quick iPhone app

Hello. i need an iPhone app which is very simple to make. 1) The app will be only an "iframe" or "wrapper" which displays my website (url will be sent to winner). i don't want it to open in safari window like a shortcut , it should displays the website inside the app, so the safari's address bar will be hidden. 2) also, when the iphone is shaken , the app should refresh the website. i mean reload the website in the iframe like you pressed F5. 3) if there isn't any internet connexion in the iPhone it's will just shows an alert about that and exit the app. This project is easy and not complex ,so i have a limited small budget ( 30$ -> 100$ ).
