I have required experience in developing blockchain based Dapps using ethereum platform and full stack web development. Frankly speaking, just going by description, needs are not very clear But from what I understood, we can create a smart contract to store and retrieve data which could be deployed on blockchain. Each time a new data has to be stored, a smart contract would be deployed. The transaction hash of this deployment would be stored on a local DB (mongoDB or some json file) to maintain the reference. We can pre-allocate some ethers to account by customising genesis block for transactionl costs Through this transaction hash, we could query blockchain to retreive the data. We can use web3 api of ethereum to interact with blockchain via browser. Server side developments would be using nodeJS and ExpressJS which could be hosted on normal computer and angularJS for client side single page application It would be good if we can discuss the complete requirement beforehand
