Hello there, We are very experienced with these type of applications (already built 5 from scratch). We use centralized library with access to both all exchanges and blockchain explorers for faster response and notifications, at a very low percentage of consumed resources, which brings both quality product and cost efficiency. I am able to create either WebApp/Mobile App or Desktop App, depending on the needs, however a WebApp would be the best to choose in this situation, as it's more easy to be maintained and can be accessed from any device that has a browser.
