Create a salesforce apex code that will enable all IPs in network access

I need someone who can build a simple code that will enable all IP ranges to be white-listed in the network access portion of a salesforce setup. The code needs only be run once to add all ranges from 0.0.0.0 to [login to view URL] to the network access of either a developer or paid edition of salesforce. A sample of code that previously worked to do such a thing is provided here: [login to view URL] This app no longer works from the home tab, so an alternative is needed to add IP ranges to the white-list.
