Create a sugarcrm system for insurance company

I'm willing to pay $500-700 for this. Half of it with a generic demo of the sugarcrm must be done in 7 days and the whole thing must be done in a total 14-18 days from now. I need an extensive sugarcrm system made. It will be made from the community edition so you will have to use the free plugins. The hardest task will be the ocr or icr scanner implementation with this program. The sugar crm will connec to ocr scanner to read documents and emails clients send to the client. They will take that information and put it in the database and email clients back if the scanner reads their documents and finds they aren't meeting a requirment. The scanning will be done by the ocr scanners, but sending it to the ocr scanners and doing something with the data the ocr scanners read will be a difficult task.
