Auto Domain Registration System

I want to have an automatic system for registration of domain names that become re-available setup on my own server. This system will include a large database to hold domain names and communicate using (SQL) to a registry automation whois server. The system will be able to quickly identify when a domain becomes re-available from a database domain list I provide and quickly automatically register it by sending a signed pgp email for that individual domain to the domain name registry. I would like to run this system on my own servers and I will need advice on what server to buy. I will need to set up my own speedy Dedicated Mail Server to run these email domain registration requests directly to the domain registry. I have a timescale of 2 weeks to complete this project.
