We will supply UI design files. Need to create service that you can post custom content or curated content from the web. This content should be an API on your website, or installed on a website.. then it will post out to FB/Twitter. When posting to FB.. it will need to be able to post status update, share link, post images/video. When posting to twitter, it must use Twitter cards to allow the content to display correctly when retweeted, or tweeted.
