Access Programming

I have a multiple choice exam that pulls questions from an Access database. The Access database has several topics that the questions are divided into. For instance there are Measurement, Number sense, Geometry & Data Organization, Problem Solving, Measurement2 and Measurement3 topics within the Access database that the questions are divided into. The way the program is to work is that the program should pull questions from each topic randomly. Right now there are 7 topics containing 26 questions each. The program generates 45 questions. So I need for the program to pull questions randomly from each topic until 45 questions are generated. I have the abilty to add topics and change the amount of questions that the program generates through the admin section of the program. Therefore I would want the database to pull questions randomly from any topic I might add later along with questions from the other topic. The error I have now is that the program pulls questions randomly from the first section in the database but it pull all 26 then it goes to the next topioc that's listed and pulls the remaining 19 questions randomly from that topic. So that I get 45 questions but it is always from the first two topics. I need the program to pull proportionately from all topics since there will always be at least 25 questions on an exam.
