Adobe Acrobat: Convert One Document

Attached is is a 33-page Form 460 PDF document, which cannot be saved with its input data. The goal is to convert this document to another PDF form that CAN be saved with its input data, using only Adobe Reader. This new form will not need Adobe Acrobat or any other editing software. As a demonstration of a form that can be saved with its data, see the attached Form I-9. Test the new Form 460 on a PC that does not have Adobe Acrobat to make sure it will work with just Adobe Reader.
