Hi,I this what you need is a high voltage dc-dc converter that takes in 12vdc and steps it to the kv range for your neon lamp.i have designed and built similar circuits in the past and to do so you will need to work at much higher frequencies when using a high frequency transformer, if you intend using a low frequency transformer you cannot work at frequencies higher than 10khz and the size will be larger and will require more turns of copper. I intend to design a a simple and reliable circuit and use parts you can easily source near you so that it'll be much easy to assemble and build ,I'll select the best and required parts that can handle such power requirements .
