You just need an asterisk server with SIP or IAX2 accounts which will handle incoming and outgoing call. And then I will provide/write an IVR application which will present the guidance and capturing the pin entered by users. The IVR app will also read the database, do the compare, and dial the correct number. Finally it will do the recording the call and do the email. That's it. No specific hardware required, just asterisk machine with SIP/IAX2 accounts. All can be implemented within 1 - 2 days only.
