I believe it has to be built with HTML and CSS. I have sketches and know what I want the blog to look like. I need someone with the knowledge to make my blog look the way I want. It's a simple and minimal looking theme. I'm not asking for anything fancy or design heavy, but I do know what I want. I can send photos of what I'm expecting.
