1 CSS file and 1 SAMPLE HTML file from Layout Website Design provided

Due to other business commitments, we are looking for someone to QUICKLY create a CSS file and a sample HTML file based on the SAMPLE website design shown. The job is quite small and straightforward. We are looking for a CSS layout sheet which combines the two sample ideas shown. These samples were taken from the web but each has some ideas that we would like to incorporate. A sample HTML file is also needed to confirm your design. The corporate colour we are looking for is green similar to the green shown in the sample image in the center. The final site will be a 'ELASTIC' website similar to this: [login to view URL] We do not want a FIXED or COMPLETELY FLUID website. If you need more details - do ask. We need this done asap (2 to 3 days) and will pay by ESCROW or PAYPAL. Any bids over $40 will be IGNORED due to the simplicity of the project. We would be selecting the project designer quickly and if you can show previous similar work or design done (not taken from template websites) then we will look to select you quickly.
