Create 3d mobile app (iPhone, iPad, android, windows phone) similar to colAR

This project will have many future iterations so I'm looking for a developer to build a relationship with as our company, creative ideas and budget grows. Someone creative, excited and not shy about suggesting tweaks is ideal. For this 1st stage, there are 2 parts: 1. Bring 3D action/animation to 6 pre-existing images: We have 6 images that we'd need your hep with. When viewed through the app would 'come to life'. For example, characters will blink and wave. A butterfly will flap its wings. (that's the idea) 2. 4 of the images from above have outline 'color-your-own' versions: customer should be able to colors their own version, then see their version come to life and perform actions. (again, the examples are blinking & waving) This is our 1st app and budget is limited, but we have big, fun plans going forward.
