Hey, the first question is if you want it to be web-based or an actual software (.exe) you run? If you want a software I would use Visual Basic (+6 years experience in it) and create it. If a web-based program, I would use PHP, HTML in combination with Bootstrap as design. I would need an exact description of what the software shall do, how to manage stuff & so on.
