'Tic-Tac-Toe' Game

The project regards the development of a gaming program that is similar to ‘Tic Tac Toe’. An example of the game can be found on [login to view URL] The game must either work on both Windows and Unix systems in an offline environment or as a mobile application that works offline. Please note that the functionality (i.e. the fact that a user must be able to play) and budget are prioritized. The intelligence of the computer player is to be discussed with the freelancer, to determine in which regard this is possible within budget. The same goes for the lay-out of the game (as included in the attachment.
