Code a callout dll (Windows Server)

In short, I need a DHCP callout dll (64 bit for Windows Server 2016), that adds option 252 to the "Parameter Request List", to ensure that the DHCP server will respond to the client with a offer including option 252 already configured on the server. I think a most of the code can be copied from [login to view URL] Unfortunately, the last part of the sample code is missing, but I think is is a very small project, since the code on the page is only 100 lines.
