Python3 to handle configuration files

Need 2 small programs in Python3 for handling configuration files (only Python 3). Program 1 need to be able to read configuration files in to variables. Read each line with “Field = Value” and make variables for each till the file all values are in memory, variables for each line. Please see the 3 example files. Field1 = Value1 Field2 = Value2 Field3 = Value3 Part 2 is a program that has a function to write values into the configuration files. Have a function that will search for a value in the configuration file and update the value for the field name. If the field is not found, the value is added to the configuration file. Field1 = Value1 Field2 = Value2 Field3 = Value3 What questions are missing and what else needs to be answered? Is $10 ok? (Please note I am out of work and have a small budget) (If not how much?)
