I understand that you want to get started with the text-based dialect classification if you plan to take deep learning-based approaches. There are mainly two steps. First, there should be a block (common TDIF,word2vec) to convert the sequence of words into a vector sequence. You can use any of your favorite time series classification to classify the accent.
