Website/Application C# Wrapper

Essentially I require a user to visit a webpage preferably in php and login using there email, once logged in with email only, they're given a message that they need to verify the email they just logged into with and an email is sent to them, they click the link and verify, when they come back they've to pick a strong password to create the account. On the account page they will see a download section and news section ( there might be other sections but not right now). In the download section they can request access to the download. This is the 2nd part The account then fetches the installer to download, but before it gives the installer to the user, the installer is wrapped in another application, preferably in c# with the email address wrapped with it. So the user downloads the file. Once downloaded, when the user goes to double click the file, that file shows a progress bar checking to see if the current file is valid, if its valid, it continues then shows the installer, if its not valid (The email address may of been revoked) the file simply displays a message that the current account is not valid, shows a close button. Another part In the backend in the admin section where the admin can login, I would like a screen to show the users that have created an account, an option to blacklist the email (So if the file that's downloaded is run then it comes up with an error as mentioned previously), how many times that file has been downloaded (There may be other options to add but not sure at the moment) Another part If I came across one of my files on a website and I downloaded the file, I would like the ability to upload that file back into the website in the admin section so it displays the contents of the file e.g. what email address is registered against that file so i can blacklist that email so the file no longer works. It doesn't have to be a file upload, if you know if an easier way, even if a c# app was created that would allow me to somehow import the file into the c# application then show me the user, I don't know, leave this upto you. ** Please make use of these files or something similar [login to view URL] [login to view URL] Basically they will be used for you to create a compiler that will allow me to pick a zip file that I want compiled, choose an ico file and specify the location of the output file. So when I run my file that has just been compiled, it first checks the email address built into the file, validates it on the server and if all info is correct, extracts the file. Thanks
