single webpage submission page including external browsed site page url and user contact

I need a simple process where a user views pages on another external site from "within" a page on my site. Once the user finds a page on the external site they like I would like them to be able to click a button. The click generates a perhaps a form submission or call to an email program that includes the url of the page they viewed and their own email address. The user then is returned to the process so they can find the next page that interests them click again and repeat. What I want to receive is those two pieces of info together in some form the email address of the user and the url of the page they like: Email, form submission, social media message, or sms. Any of them will do. I do not know what is possible. My first thought was to have the external site in a frame on the page then my understanding fell off a cliff. Let me know if you can do this and what would be a realisic budget. Thanks
