I have expertise with Google's GSuite platform and I can effectively leverage its native scripting language (Google Apps Script) to craft a solution that will meet your requirements. Your application presents a series of challenges. For one, you want your users to login, which suggests the need for some kind of sign up process (assuming that they are not google users). As for Gsuite web apps, they are essentially web pages that can be embedded into another site via an iframe. Image (foto?) uploads are viable using Google's Drive APIs. And its possible to use google sheets as an adhoc database though you'd get more mileage out of a traditional database solution. I've looked over your user interface mock-up and I feel confident I can build a tool that achieves your project goals. However, it will take time and effort to implement and my bid amount reflects that.
