Fixing an error with Magento connection to USPS API for shipping.

Need an answer as to why we are getting an error when trying to process an order shipping through the USPS. The image included here show the reply from the USPS that API permissions have been set. Yet we still get the error, and the order does not show up in our USPS Activity screen (pending or otherwise). Please DO NOT respond to this job posting unless you are familiar with this specific situation and error. Answer needed asap.
