Create image matching script using de-captcher API

I need a script or desktop program created that will allow me to upload a .csv file full of matched/paired product image URL's. Each row in the spreadsheet will contain an [login to view URL] result and a result from another e-commerce retailer. (Example file attached) I'd like to hire someone to make a script that will take input from the file and use the de-captcher API to check and see if the images from links in the .csv file are the same item. The script should include an option to have each image analyzed X amount of times. Once the images have been analyzed the script should support exporting the .csv file in the same format that it was uploaded with a "Matching Percentage" column added at the end with a percentage showing what percent of the time the results from the API show that the images from each row were a match.
