My bid is just a warning. The budget you've provided here isn't realistic for a system like Airtasker. If you don't have a tech team behind you, you'll need someone who understands server requirements, technoogy stacks, development cycles and initial document creation, otherwise you'll end up with a half baked system that won't do what you need.
