aft to dll converter

I want to develop a individual software that automatic convert afl file into afl+dll on 1 button click. Again want to clear you that is not a single afl to dll protection but it is a software which select and afl file from pc and if we convert (convert button should be there) afl then software will prodece afl +dll file with expiration date. Also this software produced afl+dll is enabled for hardware lock. File selection procedure 1)option to choose file 2)option to enter expiration date 3) option to add serial no(based on pc hardware lock) My expected budget is 20000/-INR Its very urgent..kindly bid fast and final as i dont have time to bargaining.
