Action Hook WP User Frontend 2

Hello I will put an action hook that will restrict users to chose a term which was already chosen by other users. This will work in this way: Every term will have a meta key for the ID of its user who have used it before. When the terms are selected, only available terms appear in the list for this user. When a post is saved, it will also save this user's ID in the term's meta field so other users can not choose it. Let me know more details and correct me if I did not understand it well.
