Hi, I have gone through the project description and understood that you basically require a Vehicle Tracking System but with extra functionality built over it. The extra functionality may include hiring a truck or a fleet of trucks, reports of driver behaviour etc. I would like to discuss all these details with you and the other functionalities that you have envisioned. I also want to understand why you want to get a desktop application developed? After knowing all the detail I would be able to make suggestions regarding the functionality, server infrastructure required etc. As you have concern about keeping your concept secret I suggest you to put a NDA clause on the project and it would be compulsory for Coders to sign the NDA. Plus your range of prices tops out at 10,000 Chilean Pesos which is US$15. Not likely enough to accomplish your goal.
