Create a very simple Invision Powered Board plugin.

I need someone to help me create a very simple plugin for Invision Powered Board 4.0 forum software. Basically all I need is a plugin that will allow the user to place a custom block that only appears on the specific url it was placed on. So to put it simply, this custom block will only appear on the exact url it was placed on, and nowhere else. I've been using the code attached to do this on one of my pages and it works flawlessly, but it seems like a big hassle coding this every time when I know someone out there could whip this up in a day or two. I will also need exclusive right to this plugin once completed as I'll be using it on my personal website. Thanks for your help!
