VB .NET CALCULATION FORM AND A WEBFORM WITH SAME FEATURES

We are looking for someone to build both a desktop application and a website with the same features . Basically we are talking about an unique form on both cases . The website has to have a Masterpage in order to put a banner on it . 1.- The user will introduce several parameters and your form should calculate an unique value as a result . Please read the attached .DOC file with detailed requirements . Is very important to use VB .NET and ASP .NET as programming language . Not C# or any other .
