Bid for service web site

We want to make a web site where users request for problems to be solved and service providers bid on them. In simple words, we want a web site similar to RentACoder, but we going to provide engineering services, not IT outsourcing services. Please see Deliverables section below for a detailed description of what we need. We prefer to build the web site without using any open-source projects. But if you have a strong reason to use one, please state clearly. Please note that we will only accept well-established frameworks like SharePoint 2007, some popular open-source C# CMSs, or PHP CMSs like Drupal and Xoops. We prefer high quality (elegant, best practices, extensibility and scalability) code over functionalities and performance. ***** Web/graphic design is not required. ***** ## Deliverables Core requirements: 1. The web site should contains 3 groups of pages: 1) pages that only service requesters can view, 2) pages that only service providers can view, and 3) pages that show static contents, i.e. home page, faq page, "about us" page, etc. 2. The membership implementation should include role-based management. Roles are 1) service requester (free to register), 2) service provider (free to reqister). 3. The web site will be maintained by IT operators so administration page is good but not necessary if it is easy to modify directly the database to view site statistics and change of configurations in your developed web site. Additional requirements: 1. We prefer the web site to be done in C# with MS SQL Server 2005 on Windows Server 2003. It is acceptable if it is in PHP 5 with MySQL in an object-oriented way. Other languages are not acceptable. 2. Besides service request posting and bidding, other parts of the web site will be static including news, faq, about us, etc. ***** News/article/announcement/forum modules are not required. ***** 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
