New Public Website design

We are currently seeking a Public site redesign. We are opening this up for ideas from you. We plan to determine who we give the job to by examples of past work and designs. Also some base bids on the work to make it happen. We have had this current design : <[login to view URL]> for some time now and it needs to be updated and made fresh and new. We would like to have a compelling design that is sure to grab attention and make us stand out. Coding should be in ASP.net or HTML / CSS mix. No PHP, ASP, etc. The design should also be fluid cross browser, IE7-10, FF, Chrome, Safari, etc. Flash or silverlight can be used. Just something compelling. Please include Examples we can see with your bids so we can determine who gets the job. If any further information is needed, please ask.
