Need a custom VOIP recorder made (quickly!!)

I need someone who is VERY experienced in coding for Windows to create a very simple, clean looking, VOIP recorder with some additional features. This will NOT be a "regular" VOIP recorder. It will have some special features that allow for simple audio editing and exporting. I will provide you more specific details on the editing features.
