99290 Easy Website create and design

I would like someone to create and design this website from scratch. It is an educational website that members will need to pay a fee to logon, then be presented with short audio and/or video content +/- slides followed by a multiple choice question (mini-tests). I will provide the audio/video segments and multiple choice questions. There will be 20 segments with a question after each one. You will put it all together in a professional looking website with graphics and design. In addition, you will need to set this up so that members pay by credit card (PayPal, etc..) and receive some type of unique logon password info, before being able to access the videos and mini-tests. Upon passing the tests, the program will automatically email the member a certificate of completion (preferably PDF) with their name and date on it. INDEX PAGE - TITLE of website - intro on services provided links to contact info, LOGIN/Registration, Other Links. REGISTRATION PAGE - Forms for registration (name, address, phone number, email, company they work for, case number) PAYMENT PAGE - you must devise a simple way to collect payment- and give access to members-only section leading to members only page. Email sent to webmaster after successful payment. MEMBERS-ONLY section - audio+slide or audio/video clip segment - followed by multiple choice question. If question answered is correct, he moves on to next audio/slide/video + question. If answer is incorrect, then 'explanation of answer', and repeat audio/slide/video clip. At completion of tests, then present COMPLETION page - ("Congratulations....") and automatically send member an email with personalized PDF certificate atttached. Also copy email to the webmaster. Members must be able to login with their unique login information (email address) so that they can complete the test at a future time. Website will keep track of which tests they need to complete. I also want a back-end page that is password protected that provides the following information: 1- Who has successfully paid - date of paid 2 - who has successfully completed and passed tests and date of completion. 3 - registry of the registration information (name, address, phone number, email, company they work for, case number) 4. Must be able to upload/delete video segments and change question/answers.
