Website with User Database, Flash Video Chat and More!

Ok I am looking for something that can be hosted on an Apache server, where you can have video chat, and options like block users and such. A lot like imlive.com. This is going to be for membership only, almost a mock of imlive, i can do all the designing but i need the hardcoding into it.
