Pop-Under script, unblockable onclick, able to open url or other script ramdonly

This is a urgent project, please bid only if you can deliver the code immediately after I award your bid. I'm looking for a pop-under script, that opens any given urls or javascripts onclick. The pop-under should have a time control to pop in the given hours, checking it either by cookie or IP. This code should also be able to let me use one url or more, or one url and a javascript or more, so it chooses a random one to show every X hours. Getting an unblockable pop-under is hard but I've seen people asking for it here, so I guess with your knowledge you might do it.
