Message Notifier

I have a small database application running on a server that sends short messages to Internet connected users. The short message will include a small amount of text and will ask the user for a response. The response will be yes or no. That response will be sent back to a 'transaction' server to capture user responses. I need a programmer to write the client software to run in the systray (smaller is always better) which will check for new messages at a user-defined interval. After a message is received, the application should display the text and ask for a yes/no response, then send that response back to the server. Also, I want the user to be able to click on the systray icon and send their own messages to a support server. Much of the other details are covered by NDA and will be released to the successful bidder. I would like the client software written in C++ if possible. The backend servers will run a microsoft platform and database. I prefer that the client application NOT require the .Net client software (if possible). ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform windows 2003 server based application will be serving data to the client application. Client application (for which I am requesting a quote) should run on Windows 95 and later windows platforms. Application should be able to call/launch all versions of IE and Netscape. Database is Microsoft SQL 2000 right now. I may upgrade to the most current at a later time. I would also like to use MySQL if possible.
