Post app that has been refused from applestore

Hello, I have an application for retailing vape products for Gcc countries. The GCC countries doesn't consider "Vape Products" as "Tobacco" but according to apple store vape products considers as tobacco. So i need to post my application in app-store for GCC countries only according to their law. I think the problem can be fixed through custom EULA !!
