I teach mobile programming to my pupils in the university here in my country and we had already made similar apps to check prices at a supermarket. You application would be similar but used on a different use case. I would use Cordova what will allow you to have the Android app and an easy path to turn it into an IOS app. I assume by saying 2D you are probably referring to PDF417 or QR codes. Your proposal does not clarify if we need to develop the backend, in that case you I would use a NodeJS + MySQL backend or integrate with yours. Regards, Mario.
