App hybrid APK + IOS (GIft voucher to one friend)

Hi everyone, I need a hybrid application (Flutter or Ionic) that has the ability to add funds to gift to another user. This transaction will be made through a "voucher" to be consumed in a local bar / restaurant, for example: 1) User1 wants to give $ 10 to User2 to consume for a dinner in a restaurant. 2) User1 also chooses in which restaurant. 3) After receiving the $ 10, the application generates a QR code + alphanumeric code. 4) User2 goes to the indicated restaurant and shows the QR code and / or alphanumeric code to the waiter. 5) User2 eats for free (within $ 10) that User1 gave away. 6) When the restaurant has to make a receipt, it will open the app and mark that User2 has used User1's 10 $ voucher. I therefore need an application that manages money, which creates and reads QR codes and alphanumeric codes, which marks when a user has used the voucher, and obviously the map function, which the user sees the bars and restaurants available in his area. The bars and restaurants will be entered by admin via a control panel manually or by inserting an Excel file, in the admin control panel there must be user management, money management, privacy & policy page management, terms & conditions and cookies, and the ability to send PUSH notifications to all users in various languages. There must be 5 languages ​​at the start (Italian, English, Spanish, French and German).
