SEO/submission for mortgage site

hi - this is the site: [login to view URL] I need to obtain solid results for the terms 'colorado homes' and 'denver real estate'. Bid to include manual submission reports to the major engines, and status reports. The site currently has a CMS (PHP)to allow inclusion of outgoing links. Ideally I would also like a link exchange type tool which would seek and exchange relevant links with other real estate, mortgage type sites. Though a veteran on RAC this is my first SEO project here. This client will have additional budget for ongoing SEO submission which will stay with the winning bidder.
