Convert Layout into Code - HTML /JAVA

We have a 2 jpeg images that need to be converted to HTML, with custom fonts to be CSS, and layout to be seamless using all browsers and mobile devices. This code will be inserted to our header as an email capture pop up for our site, promosonline.com. The pop up should span the page from left to right , have a dark charcoal- almost black background, and have the words: Enter your email to Save $55 on your first order. as shown in the image files. Font used is Century Gothic. Some text is bold, some normal. The box should stay on the top on the site until someone signs up. Once someone enters their email address the pop up should change to the following statement: Thank you for signing up. Use coupon code SAV55NOW to receive $55 off any order of $555 or more.
