Design a Website

Looking for an experienced web developer/project manager to mock-up a website design, develop and document the functional and technical requirements/specifications for the website, develop and document an associated project plan (activities and hours per activity). The intent of the website is to primarily contain a tool for sorting products from various affiliate retailers. The site must be optimized for SEO, use on desktops, and use on mobile devises. Bidders must be comfortable with operating in ambiguity, asking probing questions to obtain guidance on design/requirements, and providing perspective to support their design decisions vs. alternatives. This is the first phase of a larger potential project to develop the site.
