Interactive website

HI I want a website which is interactive and developed in fast and new age technologies so as to be faster with client server interaction and attractive to my customer. It should enable registration , provide required information pages(which we put up ) , a milestone tracking systems based on the points to be tracked selected by the customer , payment gateway integration with paypal,payumoney etc , emailing , SMS,facebook and other third party integrations as required .You are also required to develop adhering to US, EU privacy standards and let us know of those policies. [ A mobile application with the same features parallely be developed on iphone and android which will be given as a separate buget ] . Over a period of time data collection from our customers will be huge, so you need to advice us if we need to start with MySQL or any other data base [login to view URL] application should be thoroughly tested for issues, bugs etc. Please note I will not be able to cross maximum [login to view URL] please do not bid more than that and also note this is not a website but a complete web application requiring thorough programming skills. For the project to take off, i will provide wireframes, you need to initially show design frameworks and only upon satisfaction , I will award the project. You need to satisy that you are well versed from web designing,java/php/ruby on rails server programming , quality data base programmer and complete manual / auto testing expert .
