Webdesign and coding (HTML/CSS)

I need a design and coding (template only) for a gambling related website. For placements and color references please see the attached image. Design needs to be attractive; logo needs to be done too and should be done in a cartoon like style, hand drawn older lady doing some gambling activities (poker or casino games). Design needs to be done with smooth edges, main background needs to be white. I would prefer if the whole design would look as it was hand drawn (cartoon like). Coding needs to be done with CSS, no tables. Thinking outside the box and offering placement improvements/content ideas is also desirable. Please place a bid with a link to your design portfolio.
