Convert My 400 small thumb Pictures from 4:3 to 16:9 style

Hello, My Budget is $15 for that project and it is a easy project for any one. I need someone to Convert the small 400 jpeg thumb pictures from 4:3 style to 16:9. Check example so you will understand, i attached two files, one is in 4:3 style and 1 is in 16:9 style, 4:3 style pictures have no black bars up and down and 16:9 pictures have black bar up and down of the pictures, just do the none bar pictures style like the bar pictures and that is it. Picture size should be keep left as it is of 130*97 and change any to 130*97 if you see its little up and down. And remember black bars must be in same position like showing example of 16:9 picture.
