Complete Email marketing strategy with tracking

Hello We have recently launched a portal and are in the process of starting a sophisticated Email marketing Campaign to encourage users to list with us. We have a database of target clients and would like to send them a series of emails with different content, and specialized to their location and similar characteristics. Behavior tracking: We would like to ensure that we record feedback of their behavior and interest in us, for instance: a) If they show no interest and expressly say no, we store the opt out in the database / software. Similarly if they say no in an email response, we take them out of the database manually (or ideally in a more sophisticated way). b) If they send no response, but visit our site, then we keep them on store and send them a follow up email with different content, highlighting them of the benefits of working with us. c) If they say yes, then we send them an automated proceed email Number of Emails: We are looking at about 1000 emails initially, and in the second phase of business expansion we hope to have a database of 10K – 50K. Execution and Consultancy nature of project: We are unsure what the most cost effective process, so you will have to guide us in what the various options are before convincing us that the process/software/technology/service, you will implement for us is the most cost effective and suitable one for us. For instance if you tell us we should use an existing software/service such as constant contact, Listrak, mail-chimp or others, OR, acquire a solution in PHP like the one from Alastrasoft and set-ip up in a good dedicated server, OR, any other option that you know, you should be able to justify reasoning convincingly. Looking only for an expert: We do not waste time on freelancers who may have done one or two odd projects here and there but only for experts as ours is a mission critical task. Not to mention that there are lots of legalities we have to comply to for US and European emails – opt ins, spamming; and also to ensure high deliveribitlity rates – 90%+.
