I've read your requirements. you want me to develop a tool that can compare data from 2 different database that have same output table to compare. Am I right? I didn't get the part of text and XL file. I'm experienced software developer. As I can server administration and database managements, I've worked with many databases. I can suggest some other alternatives to but we need to discuss. Time and cost will be fixed after discussion.

Having 16+ years of core experience as a DBA/Dev for database technologies, i have worked on many automation stuff including the ones like data quality checks, migrations, db comparisions etc. i can work on multiple database technologies including MSSQL, Oracle and mysql and good experience in scripting technologies like perl, python and shell scripting.
