RaspberryPi with Win10 IOT - Sample and Help for Control GPIO with C# over WebApi

I have a RaspberryPi with Win10 IOT installed. I already managed to deploy a Demo .NET Core WebApi project that works. But now I need help for making a sample to control GPIO over WebApi. I am open to make a UWP-App in VS2015 for this instead of a .NET Core Project in Visual Studio Code, if this is easier or more useful. Just need a simple sample to know, how the process works. I have experience in building JSON WebApi Controllers and know how to connect the board, but I have no experience with UWP-Apps and just managed to run a simple .NET Core sample on desktop and on the RaspberryPi. This is just the little project that should include: 1) a sample for switching a GPIO on and off 2) help to get the sample be compilable on my development machine (VS2015 or Visual Studio Code with .NET Core 2) 3) help to get the compiled program running on RaspberryPi 3 with Win10 IOT As I am not completely new to this area and an experienced programmer in other C# areas, this might be an easy task for just an hour or so for a specialist in this area I think. For me things are too new to find the information needed in a reasonable time, so I want to hire someone that has the knowledge to help me.
